Summary of Changes from Previous Version

This document has undergone a complete rewrite as part of a scheduled review. Procedural elements have been expanded and form a new Section 5 - Procedure. Research schools have been removed and as a result the tiers have been renumbered (tier 1 - research institutes, tier 2 - research centres, and tier 3 - flexible research units).
